Time Out says

Dramatising the aftermath of sequential terrorist attacks in Bombay on March 12, 1993, this thriller tracks investigators and conspirators in the months following the blasts. 'Black Friday' suggests that religious extremism was less to blame than Islamic crime lords, who manipulated frustrated young men into avenging anti-Muslim violence, then abandoned them to their fates. Suppressed in India as potentially prejudicial to defendants still being tried last year, the film assumes familiarity with the case that most Americans lack. Still, 'Black Friday' is post-9/11 food for thought and a vivid reminder not to get arrested in India, where the prisoners’ bill of rights is very short.
