Time Out says

Obviously we're all hoping that Tokyo won't be hit by any more natural disasters in the years to come, but it still pays to be prepared. September 1 is known as Disaster Prevention Day (bosai no hi), and this two-day disaster preparedness festival in Yoyogi Park aims to raise awareness of extreme situations and provide basic survival knowledge.

The weekend event will host various experiences, including challenging yourself in a Spartan Race. By conquering different obstacles, your body learns how to move and protect itself in case of a massive earthquake. The Self-Defence Force will be on site serving emergency rations of curry to demonstrate what food distribution would look like during a disaster. About 400 servings are available per day and they’re free.

There’s also a booth where you can learn more about earthquakes and even experience one in a simulator provided by the Tokyo Fire Department. At the Moshimo Store, you can stock up on disaster prevention goods and emergency food.

The festival takes place from 10am to 5pm on both days.
