Time Out says

Built in the Kamakura period and standing on a small hill that once boasted unimpeded views of Mt Fuji, this Nishi-Nippori shrine is associated with Nagano's Suwa Taisha, one of the oldest shrines in Japan. Popular local gathering spot during festivals and the like.
