Located on the east side of Arisugawa Park in Hiroo, Tokyo's biggest public library boasts a collection of over two million books, magazines, newspapers and much more. Just note that none of the materials can actually be borrowed to take home – you'll need to make use of the extensive indoor seating instead. There's a good cafeteria on the fifth floor, and bringing your own food is OK.
