Time Out says

Hidden behind the busy streets of Harajuku is this peaceful shrine dedicated to Admiral Togo, who served as commander of the Imperial fleet during the Russo-Japanese War in 1905. Within the shrine area you'll find a smaller temple dedicated to the submarine crewmen who fought during the Pacific War, as well as a serene Japanese garden just outside the shrine grounds where you can take a quiet stroll.
