Since 2005, the city has worked to transform this riverside area from an illegal red-light district into a hub for artists, who now sell their works at market stalls set up beneath elevated railway tracks during a monthly event called Nokisaki Art Fair. Every autumn, the Koganecho Bazaar sees artists from around the world turn the streets into a stage.
