Upstairs in the 271 Military Road arcade lives Quan Viet, a Vietnamese eatery attracting a popular following. The small restaurant has floor-to-ceiling windows, making it look somewhat like a translucent Vietnamese rice paper roll. Start your lunch or dinner with some real rice paper rolls filled with prawn, lettuce, mint and vermicelli noodles.
