Time Out says

After you cast your vote on Friday between 8am to 8pm at your allotted polling stations, tune into any one of the 19 TV and radio channels including CNA, Channel 5, Channel 8, Suria, Vasantham at 8pm to find out the results. They are presented as a percentage of valid votes obtained by each candidate. 

However, past elections have seen results announced later, closer to midnight at the earliest, and further into the early hours of the next day if a recount is requested. After the counting of votes is completed, the results are then announced live by the Returning Officer and published in the Singapore Government Gazette.
