Time Out says

A wall of stone might not sound particularly fascinating, but over at Marina East, a particular stretch of the breakwater – artificial structures typically made up of rocks and concrete – has become quite the attraction.

People make the journey to this man-made structure for its scenic views; the breakwater extends seaward to protect the coastline from erosion by the crashing waves, which in turn provides an unblocked platform to soak in glittering vistas of the Singapore Strait. Beyond waterfront scenes, this offshore strip is also an excellent vantage point to catch a glimpse of the Marina Bay skyline. Look towards the mainland and marvel at architectural sights of the Marina Bay Sands, Cloud Forest, and more.

The breakwater can be easily accessed by way of foot or bike. Alight at the nearest MRT station, Bayfront, and take Exit C. Then, make the trek towards Bay East Garden. Cross the dam when at the Marina Barrage, and the destination should be visible, just a few metres ahead to the right. The journey is relatively easy (approximately a 30-minute stroll), and is suitable for people of all ages.

Do note that the location gets crowded towards the later part of the day for those planning to head down. It is a popular picnic spot among lovebirds, especially during golden hour, so the best time to drop by will be during the day. And do remember to be considerate and clean up after yourself; pack up any litter to respect, and maintain, the beauty of this picturesque place.
