Pulau Senang is an island located off the southern coast of Singapore, where Superintendent Daniel Dutton tried to transform prisoners through manual labour in the 1960s. Dutton ran a tight ship, but the inmates could roam free and the land was turned into an attractive settlement over three years. All was well until a group formed by hundreds of them decided to riot against the system. The play examines the events that led up to the tragedy.
