Time Out says

This fish-focused eatery under the railway tracks next to Nishi-Kujo Station is run by seafood wholesaler Hariyoshi, established in 1910 and based at Osaka’s central wholesale market. That translates to unbeatable access to the remarkable diversity of super-fresh fish, clams and other marine products traded at the bustling exchange.

Start your seafood education at lunchtime by ordering the Shijo-don (‘market bowl’), a selection of around a dozen kinds of seasonal fish, served as sashimi over rice. In the evening the restaurant offers a long list of small dishes that pair nicely with beer or sake, from sashimi and sushi to steamed and deep-fried fish.

Note that the menu is changed up daily according to what seafood is in season and available in sufficient quantities, as determined by the owners themselves at the market every morning. But no matter what rarities may grace the list on any given day, you can count on the prices staying low, since the product always comes straight from the wholesale floor.
