This high-rise aerie is one of the few remaining places where you can have dinner with a bird’s-eye view of either the East River or the cityscape. Although the food is decent, you’re really here to gaze, not graze. Get a good bottle of wine, stick with something straightforward (perhaps the sea scallops), and enjoy the sparkle down below.
