Aside from CBGB, one of the most enduring Bowery institutions has been this bar and restaurant on the corner of 4th Street. New owners gutted the place, exposed the old wood and brick, and tossed out the lounge, Fuel, to transform Phebe’s back into the classic tavern it once was. The kitchen still has some work to do on the burgers and fries, but other kinds of pub grub, like nachos, onion rings and chicken fingers, are all up to snuff and good for pairing with the dozen beers on tap.
