Flaneurs on Amsterdam Avenue will find a pleasant perch at Luzia’s. The view of the street allows for prime people-watching, and the Portuguese menu offers plenty of reasons to linger. Plump shrimp are stuffed into samosa-like turnovers, or served swimming in garlic-infused olive oil. Hearty entrées of duck breast and tender osso buco veer off the Portuguese track; purists should order the quintessentially Iberian clam, potato and chouriço stew. After dinner, toast this find with a glass of porto.
