On a sketchy stretch of Fulton Street, next to a nondescript diner, this no-frills bar is keeping a low profile—which is just fine with the locals who frequent it. Settle into one of the well-used couches or chairs just inside the door, or grab one of the high tables along the exposed-brick wall.
