Below Melbourne's new CBD residential building Upper West Side is Water Tank Way: a laneway that opens out to the corner of Spencer and Lonsdale streets. Eventually, it's set to host a small collection of high-end retail stores, but for now, it's shifting and changing in a series of installations and pop-up shops.
