Time Out says

Every year, Grosvenor Square gets lit up with over 20,000 glowing white roses, for a very special reason. The garden is run by the Royal Marsden Cancer Charity, and anyone can visit the square and lay a rose in memory of a loved one - and donate to the charity to help them continue their vital work. The garden is open until Christmas, and you can also donate online.
