Time Out says

Standing between Australia House and India House on the Aldwych, Bush House is best known as the home of the BBC World Service – which has leased the building since 1940 – but was in fact built as a trade centre for the American businessman Irving T Bush. On the completion of its second wing in 1929, the building was declared the most expensive in the world. Public access is generally limited to the annual Open House London event, held in September.
