Time Out says

The German American Chamber of Commerce (the same folks who bring the beloved Christkindlmarket to life each year) welcome Deutschland to Daley Plaza during Germany Week, a 10-day event that celebrates the culture, music and food of the European nation. Guests will find a beer garden, bratwursts and pretzels situated under the Picasso statue, in addition to booths where you can learn more about traveling to Germany and explore the history of Berlin. Each day of the event is packed with programming, such as a live blues concerts, a German language class for beginners and performances by circus acts. Admission to the Germany Week experience is free, though you will need a $35 ticket if you want to take part in one of three German wine festivals that will take place on April 26, May 3 and May 4. Check out the Germany Week website for a complete list of programming.
