Thailand places a big bet, dealing itself into the casino tourism game

Thailand has largely shut its doors to gambling, yet state-run horse racing and the official lottery remain as the country’s only legal exceptions.. That said, the broader gambling scene thrives quietly in clandestine spaces, and its influence was certainly felt when this draft bill was approved.

As of early 2025, a draft bill legalising casinos has been given the green light, and they’re betting on Bangkok, along with other key tourist cities up north and down south, to become the hub. As the policy rolls out, let’s place our bets on what it will look like.

Officials have played their hand on casino tourism with the luxe, all-in-one entertainment complexes, where legal gaming floors sit within luxury hotels, shopping districts, convention centres, fine dining spots, and world-class live performances. Essentially, casinos are the cherry on top of an initiative to position Thailand as Asia's next full-scale entertainment destination.

Government number-crunchers expect an annual tourism revenue windfall of 120-240 billion baht (approximately $3.5-7 billion), along with a 5-10% increase in international arrivals.

For you, the traveller, this means more options, better infrastructure, and potentially, if Lady Luck smiles, a holiday that could potentially pay for itself.

Keeping the money at home

Between 9,000 and 15,000 new positions are expected for locals. These entertainment hubs will also keep leisure-seekers and risk-takers engaged. One can simply play, stay, and indulge in this money-crafted ecosystem. Feel the rush of the casino floor, then head straight to some retail therapy before retreating to five-star accommodation. Cash flow will remain within Thai borders, rather than slipping across to neighbouring frontiers where locals have traditionally ventured for their gaming fix.

Are we playing catch-up with regional heavyweights?

Thailand is the ambitious newcomer, while Macau and Singapore call the shots. Macau, the undisputed 'Gambling Capital of the World,' needs no introduction. Singapore's Marina Bay Sands has the high-roller formula that Thai officials would do well to study.

The real question isn't whether Thailand can compete, but how quickly it can develop the infrastructure and reputation necessary to claim its seat at the high-stakes table.

The Khlong Toei-to-casino transformation project is off the table

Bangkok's waterfront district of Khlong Toei narrowly dodged a casino makeover. In January 2025, plans were proposed to transform the area into an entertainment hub with casinos. However, the decision made on February 27 confirmed that no gambling complexes would rise along these historic docks. Khlong Toei’s future will remain rooted in its maritime heritage, with a focus on residential spaces that serve its community.

Economic punch, social bruising as most Thais aren’t ready to spin this wheel of luck

A January 2025 Reuters poll shows that 59% of Thais are opposed to casino entertainment complexes.

Traditional values face off against economic potential. Surely, there are protective measures in place, but the real elephant in the room is that Thailand's deep-rooted Buddhist heritage sits uncomfortably with the casino concept.
