Time Out says

Said to have been founded in 665, Kameido's Katori Shrine hosts the annual Kachiya Matsuri in May to commemorate Heian court bureaucrat Fujiwara no Hidesato's defeat of samurai rebel Taira no Masakado. It's also a popular place to pray for other kinds of victories – usually of the sporting kind.
