Time Out says

Designed by Thomas Cubitt (1788-1855), this building – christened by its first owner, Sidney Herbert, as 'Belgrave Villa – was acquired by Argentina in 1936, with its sumptuous interiors intact. The residence isn't normally open to the public, but for the past decade has taken part in the Open House London event.
