Special-effects hi-jinks from Tsui Hark's Film Workshop framed as a cross between Blade Runner and Japanese manga. Pop stars Jackie Cheung and Leon Lai, special-unit cops of the future, are assigned to hunt down and rub out shape-shifting monsters masquerading as humans. They are let down by dodgy visual effects (the climax, involving a 747 and IM Pei's Bank of China Tower, is particularly weak) and by the sheer monotony of the pacing.
